Hypoxia, a lack of oxygen to the brain or other part of the body, is closely linked with ischemia, reduced blood flow to the brain. Hypoxic ischemic encephalopathy (HIE) is the general category for brain injuries caused by lack of blood flow or oxygen to a child's brain during labor and delivery.
